When you hear Obama talk about wanting to use the money to "invest" in America he simply is saying he wants to spend more.

He talks about education as investement, and hiring more teachers as the solution. As long as the Republican party agrees with him, we are dead. We have increased spending per pupil per capita, decreased student numbers per teacher, and education results have remained flat.

To refine that a bit, the subtext of what he is saying is he wnnts to channel that spending to his friends and supporters.
