In NZ we have always had Obamacare [near enough for government work]. The rationing is done by people paying for medical treatment themselves rather than waiting for years for what's required. If they pay themselves, patients can also get preferred medical treatment such as laparoscopic surgery instead of open cut jobs. <The death panels will ration care, especially the end of life care where so much is spent. The easiest way to ration care is to increase the wait time for services. Reduce the amount of costly MRI machines for example. >

In NZ, people buy medical insurance, depend on free government services which are heavily rationed, or simply get their money out when they need medical services [my preferred option]. "Health" in government budgets is a big part of expenditure. But we aren't quite bankrupt yet, though we are going down the gurgler at a similar rate to the USA.

The best medical insurance and treatment is staying healthy and avoiding the government-protected medical cartel.
