He's making it up. It isn't an official number; it was a news release that some analyst somewhere had suggested that Q3 may end up at 3.2, but they also said it was a due to an increase in inventories which, of course, is likely to be a cannibalization of Q4.

Annualized growth rates in 2012: 2.0% in Q1, 1.3% in Q2, 2.0% in Q3.


The consensus now is that it will be in the 3.2% range.
