Law enforcement came to realize that about 20 to 33 % of the homicides were done by serial killers. About 1/3 of homicides are drug trade related About 1/3 the usual robberies / love triangle /domestic disputes etc. But serial killers were getting away with - well you know... So they started going after them with DNA data, psych profiling, and large databanks, etc.
