The subject of the speech was on Benghazi. Given that, there was no reason to mention terrorism in general if he didn't want to claim the attack on Benghazi was a terrorist act. In fact, a couple of days latter he said he knew it was because of the weapons used. What wasn't clear at the time was how organized it was. The idea that it was a spur of the moment thing to take advantage of the events of the day could not be discounted.
