Having just driven through the area, as well as the Central Valley as I do several times a year, the hundreds of signs lining the highways back up your point quickly and leave no doubts about the #1 issue as the locals see it. I saw no signs pro or con (or even mentioning) frac'ing, but hundreds of signs about water rights and the "new" dust bowl in the area as some were forced to give up water rights or could no longer afford to water their crops/orchards/nut trees.
