It is tragic to see people like the committed leftists in California trying to grab the money of those who produce and fail miserably. The problem was described by Margaret Thatcher when she said "The problem with socialism is that eventually you run out of other people's money”.

The California problem extends beyond the rich. People who have tried fruitlessly to become gainfully employed in California are moving away. When they have job opportunities in other places people are leaving. It is better to be employed in middle America than on the dole in Paradise. As that happens the exact type of people an economy needs to grow are leaving to be replaced by those seeking to suckle at the teat of government. Such a system must collapse.

When you describe even those in the low millionaire range you describe people I associate with. They are not highly mobile, often owning a location specific business. Given enough prodding they will sell or close their business and attempt to relocate in a more friendly business environment.

This also describes how Americans who have been taught by liberal policies that their labor is much more valuable than the labor of similar people in other countries find jobs moving overseas.
