Thanks for posting this. The timing of this is very interesting and may give a window into why the rollout for Homeland Security would appear to be going so slow(not withstanding the fact that dealing with the federal government can be a slow process)

Phase I first stage of the Phoenix Sky Harbor Sky Train is scheduled to open in early 2013 and additional phases are scheduled from 2015-2020.
The other part I find interesting is that Viscount continues to find new markets to sell their products into.

Airports, transportation, and critical infrastructure are key markets for Viscount and Freedom continues to demonstrate cost and other benefits over older control panel based technology
I think in days gone by, the share price would have probably soared on news like this and the homeland security news. I think, especially with small companies, the market is mostly in a show me the money mode. Given the volume traded the past couple of weeks, there would seem to be some anticipation of something nice happening with Viscount. Maybe this and other announcements will be enough to blunt any tax loss selling that typically happens around this time of year. It has not been a real nice market for small companies this year.
