You may be on to something , nevertheless , the total votes in the 99% or 100% districts are not that many, and if they were almost 100% black districts , they still would have voted at least 90% for Obama ; meaning that Romney would have gained no more than 8,000 or so votes, maximum . Obama won by over 100,000 votes in Ohio, but election officials who are Republican should check out those 99% or 100% districts just to be sure.
