He expressed interest in starting a refinery such as described by Fishbaine.

Fishbaine's story implies that the "secret refiner" won't be secret much longer.

If the refiner is seeking to expand, that sounds to me like good news.
I doubt GPGI management would react kindly, however, to being put off several months by this. I think we can expect that if the refiner can process at a small scale now, they will be doing so.

The above is all speculation, based on apparently partially informed sources. I would hold off on jumping to conclusions. It is time for an update about Englehard, however.
