That's the direction we're headed.
I think we'll only see tort reform happen once physicians are all employed by the government. So far, the only doctors immune to civil malpractice lawsuits are those in the military and in the prison system; I'm not certain about the VA.

It won't even be tort reform... You can't sue the Federal Government without their permission if I remember correctly...
