No, that's not really patronage. While that happens in all politics, in this case I think Fiacco was just letting his true feelings surface. When he first became major the NDP were still in charge and Saskatchewan was simply a wasteland. Nothing good happened here, and he spent much of his time trying to combat that pervasive attitude. He probably just let slip how happy he is now to have a Premiere that is not a national embarrassment and the fact that it makes his new job much easier. When Wall came to power the two clashed a bit over municipal funding, so even though they come from the same political spectrum the incidents of patronage were much less than you'd expect.

That said, the Right is still spending too damn much, having just funded a sports arena in Regina. But, its orders of magnitude better than it was before Brad Wall took over. As long as they don't kill the Golden Goose we will see a resurgence here much the same as happened in Alberta over the last 30 years.

Mandryk is usually fairly objective but he's still a left-wing shill and always takes a socialist stance on things.
