Brazil has free medical care for all ,but about 38% now have private plans as well.Of the other 62% my guess is half could afford a private plan.Those 31% who can not afford a plan are the true poor and will have to take what society gives them.The other 31% are the bread and circus crowd and may deserve what they get.All of this coming to a theater near us in USA soon.Still we do need a bare bones national health plan, in my opinion
