Here in CA, the Guv and the legislature are racing full steam to create those exchanges so that they are operable 4Q 2013. Imagine if they were to drag their feet declare in June 2013, they they would not have to do anything with setting up this exchange then it give the Feds only 6 months time and if they are unable to establish that then people are being denied healthcare after January 2014. The people get the shaft again is this standoff similar to the "fiscal cliff." LIke the investors, the people also have a right to a future that promises stability.
