You can't. That's the point.

It hardly matters how fast my particular office's internet is if none of the servers I connect to have the ability to deliver http at those speeds on a consistent basis.

It is one thing to connect with a server dedicated to running speedtest.net which is defined to have a backbone connection at a minimum of 100Mbps versus connecting with typical webservers hosted on shared facilities or dedicated business servers that can't deliver it.
