They're all that way. The amount of collaboration varies widely with the geopolitical logistics.

Come on, CJ, it should be obvious that "joining" Al Qaeda is as easy as announcing your intentions to do so.

Don't you remember how liberals used to argue against the "war on terrorism"? This was part of their argument, before Obama killed Osama.
