In that case, I don't know. I've used other Android devices pretty extensively and I have not seen any difference between Android and iOS in the way scrolling is controlled. "Next page" would depend on the app. But maybe Samsung invented some new gestures for the Note, perhaps when using a stylus? Either way, sound like it's not a deal breaker, judging by the success of the Note 2.
