I think the way to do it would be to have no tax on the first 25k, then start the flat tax on all income above that.

Problem is that begins the slippery slope again

I think you have to keep the concept of everybody being subject to the same rules and compensate for poverty thru programs designed to do that, after tax is paid

Once you let anybody out of the system, the pressures and accusations start
