Since CS mentioned that the reason for their shortfall is slow in the U.S, it could be for one of following reasons.

1. Its loosing market share.. (CSCO and Bay gaining market share)
2. There is a slow down in the US networking industry (unlikely since nothing to corraborate)
3. U.S govt could be delaying orders (Year 2000 problem) also mentioned by CS (companies selling to US govt could face this problem)

My guess is it is a combination of 1 and 3 for CS shortfall.

Also the Dell'oro reports for Q3, show CS's declining sales in routers/switches, while Bay and CSO show increasing sales.
