Not if manipulated by the fed they don't. Usually they move higher due to the increased risk of the underlying asset. Must remember free market forces are not fully at work at this time. We should have cleaned house like in S&L bubble and flushed the bad assets out and moved them from weak to strong hands. This is what Sheila Baird recommended, by doing this, we could have started creating another class of wealth by those willing and able to take on risk.
