didn't we have the explosion of the stock (tech)market , internet etc during clinton. Certainly, this gave him a great lift to spend and pay down the debt.

Clinton is one of the worst failures as a fiscal manager we have had in the office. He had the opportunity to pay down the debt to a pittance instead he used the surpluses to grow the government and grant tax break to get us closer to the majority not paying taxes. If he had been fiscally prudent PResident Bush would have not been left with such a mess, and maybe the Clinton recession would never have happened.

That is one reason why so many people believe Clinton was such a terrible President. He had the opportunity to pay down the debt and instead increased spending. He could have knocked a trillion or more off the debt.

Clinton inherited the recovery that started with President GHW Bush and left President GW Bush the Clinton recession.
