They can't buy or sell the VIX, which is a measurement of SPX options implied volatility derived by a calculation on SPX call and put options: cfe.cboe.com

They could trade instruments based on the VIX (VX futures or VIX ETF's), but that wouldn't affect the VIX, or they could trade the relevant SPX call and put options to try to manipulate the VIX, but that's very difficult and it's hard to believe anybody who works for the government could figure out how to do that.
