The first time I saw "eternal vigilance" was on the back cover of "A Silent Spring" by Rachel Carson. I remenber that Nixon was also quoted about our needing to pay our debt to the past. There were about 6 or 7 really good quotes. I forget now who first said it. Often linked to Jefferson but it was way back before him.
