rest of the world figure out how to get by without us

That is why there is really no difference between R or D from the global perspective.. in many cases .. it might just be that the world would like to get by on its own :O) Maybe the US should just wait for a call for 'aid' before stepping in ? Seems harsh maybe.. I sure would not have been happy if the US had decided to help Canada through the October Crisis.. We'd likely have US base on Anticosti Island then

You are making the mistake of thinking the bases are in foreign countries to benefit the foreign countries: <Or that significant segment of the world which is able to function because of the extent to which the US underwrites their security>

The bases are there to suit the bosses of the USA, not the local yokels.

The bases are underwriting USA political power, not the security of the locals. It can have that effect in the same way that a cat living with a big dog will be protected by the big dog should some other dog encroach on the territory. But that's coincidental, not the intention.

There is also a bit of protection racket going on. "We will set up base here to "protect" you. You provide us the goodies and we'll make sure nothing bad happens to you."

The USA stopped "protecting" New Zealand decades ago and introduced trade barriers and other sanctions to show us who is boss. Now they have realized that they were not all that bright and it would be better to have NZ closely associated with USA rather than China.

For some reason, nobody attacked NZ when the USA abandoned us. On the contrary, a lot of Americans decided NZ is a pretty good place to live.
