I'm not claiming that unregulated HF trading is a good thing for the system as a whole - it clearly hurts institutional trading some and has the potential for abuse (like flooding the system with fake bids and floods of bids and cancellations to try to overwhelm other traders's systems). All I was saying is that on balance it seems good for the small investor.

I'm guessing that a couple of small fixes like requiring any bid or ask to be uncancellable for a very short time (like a second) would clean things up a lot.
