I proposed the tax voucher so that honest Americans could get a credit for their "user fee". But, I like your "no refund user fee" better. After all, it is a voluntary fee you pay when you use cash as your source of funds. You can volunteer not to pay the fee if you use funds from your accredited financial institution, or take the money across the border yourself....... And so it goes, PCSTEL
