The chipset inside the iPhone 5 is compatible with China Mobile's TD-SCDMA network as well as TD-LTE. A compatible handset shouldnt be that big a deal.

But it's a new sku for Apple, correct? 6 sku's if you consider colors and memory. That doesn't seem a low bar for Apple these days.

Yes negotiations are not easy, but the iPhone has been on the market since '07. The point that if they haven't got it done by now, they may never holds water. Especially with Apple losing market share.

Do you agree (at least partially) with my view that maybe China Mobile thinks it doesn't need the iPhone?

I would wager quite a bit that the issues with launching on China Mobile are related to issues outside of the hardware.
Here's what I think. Apple is going to make a version of the iPhone 5 specifically for China Mobile's network. However, they aren't going to be able to build that phone in volume until after this quarter. So we'll see the iPhone 5 on CM sometime in the second quarter of 2013.
