"40+ billion year old universe saw life develop through constant random chemical combinations and evolutionary experiments, mostly failures. "

40 billion really, I thought the last was 15.

"We evolved humans developed databases and processing computers in a snippet of cosmic time. Based on what you call "...the laws of physics and chemistry combined with matter""

Intelligent design ?

" develop through constant random chemical combinations and evolutionary experiments, mostly failures. "

chemicals made experiments ?

You think matter would somehow develop an information encoding / decoding system given enough time. That's a pure faith based belief with absolutely no evidence to support it.

BTW there wasn't 4 billion years to work with because the first life showed up soon after the earth's surface was stable enough to allow it to survive.
