"Phytoplankton will consume whatever quantities of CO2 that are available to them, so long as every other critical nutrient and condition is also available"

Yeah, if the temperature of their environment is in the right range, and if the pH is in the right range. You could give them a PACO2 of 760, sunlight, and all the essential 1-a-Day multiple vitamins, and, if the temp is a bit too high, and/or the pH is too low (both happening now), all you will have is a flask of dead critters in an atmosphere that is CO2.

It's that pesky " as long as every other critical nutrient and condition" which you pointed pout.
