But algore wants to set up his carbon trading exchange so he and his buddies can cash in... And corrupt pols from both sides of the isle have their hearts set on a carbon tax to bring in more cash for their coffers.

The reason the US can never ratify the Kyoto treaty is that, once we do, it will have the force of constitutional law.

But other countries are under no constitutional, or even legal, obligation to obey the treaties their gov'ts sign.
