In few, if any circumstances, is that shifting money to owners.

I had an argument with a guy a few months ago who was livid that Walmart had gotten a tax concession to locate a new store on one side of a street rather than across the street in another city. Can't remember where this was.

He was furious about how the city had just given this money away -- something like $2 million. But the city managed to bring 10s of millions in tax revenue at the same time. This is a classic "win/win". I'm not sure why anyone has a problem with it.

liberal Maryland does it all the time. they have given millions to marriot to keep them in the state, same with lockheed martin
