The welfare state has only contributed to the single parent dilemma. Welfare youths and boys in particular easily start emulating gang bangers as role models and rehabilitating them is next to impossible.

These "children" will be charged as minors and spend the rest of their youth in a facility designed for just this kind of "child." They'll be released by the time they're 18 and probably go back to their old ways.
I doubt that. They're headed for a stay in Big Boy Jail.
