I am not as sure of a turn around as that analyst. The cap ex budgets at many of the carriers still seem to be constrainted in the current environment. We are seeing some of the carriers trying to cap capacity to consumers as opposed to adding more bandwidth.

Note that SCMR one of the high capacity optical component suppliers has decided to liquidate as opposed to continuing to pursue their technology.

On the positive side I do note that ADTN has popped up recently. They typical sell enterprise equipment in the last mile and they are a book and ship business so their earning turn on a dime so someone thinks demand has turned. Unlike the old days carriers are not under pressure to spend their cap ex budgets in the 4th quarter so the seasonal effect is a lot less.

Technically CIEN looks good, but I still have some concerns about the sector. This may be a case of the technical leading the fundamentals though.
