No it isn't. That's also a phrase from the DNC. Republicans believe in tax cuts for everyone.

The top 1% got 23% of the bush tax cuts.
The top 20% got 62% of the bush tax cuts.

The bottom 20% got 1.3% of the bush tax cuts.
The bottom 40% got 8.9% of the bush tax cuts.
