The USDA Forest Service is in the Department of Agriculture. Some administrations have attempted to shift it to the Interior department and perhaps merge it with the BLM and other land management agencies.

I think that is a bad idea because the agencies were formed under different circumstances and legislation. Their founding ethics are vastly different, and not amenable to merging in my opinion. For example, the BLM has or had a major mission to dispose of unneeded federal lands. The Forest Service's founding ethic was to manage for the greatest good to the greatest number of people for the longest time.

There's no telling what Obama will do, but I hope he doesn't merge them.
