May be the best question you have ever asked.

I think the correct answer is "It's a mystery."

Yet for inexplicable reasons, large hydro does not count as renewable energy in California (even as small hydro does!). California, in its laudable and admirable attempt to switch to renewable energy, has somehow managed to decree that its biggest supplier of renewable energy does not qualify as being renewable

. Anthony Cannella tried to get the Legislature to change the definition of renewable energy to include hydro power. He got nowhere. This year the Ceres Republican is taking a more modest approach — trying to get hydro power factored into the new state mandate requiring utilities to get a third of their power from renewable sources by 2020.
