It's not always the Doc that's greedy. It's the system as well.
Yes I agree, but the system was put in place for many reasons, some of which actually make sense.

In your example, headaches and neck pain are just way too common to come to any sort of early conclusions. There will have to be some wandering through the woods before the doctors know exactly what it is you need.

Cost plays a major factor as well. Can't prescribe an MRI to everyone complaining about head and neck pain.

P.S. - I would have been a great doctor had I did a lot better in biology classes ... ;-)
