The bottom did not climb. The top must come down.

Technology was supposed to percolate to the low level countries and they would slowly graduate. It did not happen.

These countries were not able to come out with ways of financing the services to the masses. The masses now have the equivalent of living from hand to mouth with food.

There are countries that can never graduate. The Northern Europeans tried to bring the Med Club countries up, see how it ended.
