Exactly. The two clauses stand on their own individually without losing any of their meaning.

These same people would have a cow if everybody formed up a 'well-regulated' militia in their neighborhood. The Second says nothing about who should or can regulate a militia, only that one is necessary for security of a free state. It doesn't modify the second clause at all. If the framers had put a period instead of a comma at the end of the first clause there would be no argument.

Amazing the nits people can pick.
