I will say that Panetta has that power in Afghanistan because we have an active war going on there. Benghazi is different because there is no such war, so every decision to move troops towards Benghazi was above and beyond Panetta's paygrade. This went right up to Owhammy. He said NO, based on Valerie Jarett's personal recommendation. Too bad there is no taping system in the WH today like Nixon.
