Obama is the CEO and his job is to propose a compromise that will pass the house. To date the POTUS has not been able to get anything of the sort done. All he has done is proclaim every single piece of legislation that has gone to the Senate from the House DOA.

How you can say "since he can't even pass his bill" when the Speaker has passed and sent over 40 such bills to the Senate over the last 4 years (they're in Reid's desk drawer) shows a severe lack of knowledge.

Senate rejects Obama budget in 99-0 vote

A budget resolution based on President Obama’s 2013 budget failed to get any votes in the Senate on Wednesday.

In a 99-0 vote, all of the senators present rejected the president’s blueprint.

It’s the second year in a row the Senate has voted down Obama’s budget.

Perhaps should talk to Harry Reid, who announced in advance he won't allow anything passed by the House to be passed by the Senate. Just as he made sure Obama's 2013 budget wasn't passed.
