You clearly don't understand how the role of the President works; had Obama not violated his agreement previously, destroying his credibility with Congress, perhaps the Congress would have been willing to go along this time. Once a president loses credibility with either house, it becomes very difficult for anyone to trust him to follow through. I do agree with you on one thing -- for the immediate term, Boehner & the House will get the blame; but this is principally out of ignorance on the parts of the vast majority of Americans who just don't understand how negotiations work.
