Show me the law prohibiting private citizens from owning cannons. In fact, many people own cannons today legally as destructive devices. Destructive devices are covered by the National Firearms Act of 1933 as amended. Cannons are indeed firearms. The law sweeps them right up into the National Firearms Act.
