Made correctly, it is quite different.

General Tsao is much sweeter - different sauce - thicker, usually breaded chicken, sweet but not hot peppers (might have some chili powder though), no peanuts, maybe onion brocolli but often no other vegetable. Since the chicken is breaded, it is "crispy" (or, as it is often - soggy)- Kung Pao is unbreaded or has a thin coat and is tender (I think thigh meat). Recipe for orange chicken is closer to General Tsao than to Kung Pao.

Other than the above, they're the same :-), like saying the iPad is the same as the Surface. Both chicken dishes, both pads.
