Yes and no. They still control the tea party contingency in the House Republicans and threaten most other Republican office holders with financing primary opponents that run to the right of present office holders. So they have more than serious clout. It's the kind of clout that can stop any serious proposals on climate change, fiscal health (see Boehner's problems), probably on gun control, and so on.
