While this is not instantaneous like a bomb, sanctions produce a general harm for the people. This is a country that is run by an oligarchy - these policies are directed at a military / political objective. Can you imagine what it is like to live in a country with a 28% inflation rate? Horrible. It is the economic equivalent of gassing the population to kill the leadership.
