AlexMG; Your chart says spending while the link you provided says in crease in spending. I'm sure you are familiar with the difference, so I won't explain. The reason Obama's spending is low when looked at from the issue of "increase in spending" is because Bush was so completely reckless. Bush was a moron and will go down in history as our worst president. But the chart you provided is extremely misleading since clearly Obama is not shy about spending money. (and there are valid reasons for much of that spending).
