Oh how soon we forget! The biggest thing Clinton did was to reduce government spending. Clinton was good at that even though he did have the advantage of the peace dividend.

In proposing a plan to cut the deficit, Clinton submitted a budget that would cut the deficit by $500 billion over five years by reducing $255 billion of spending and raising taxes on the wealthiest 1.2% of Americans.

This deal is not over by a long shot. I agree with Obama that we need both revenue hikes and
spending cuts. However, somehow I doubt the spending cuts will be in the most logical places and
we'll wind up horse trading something that winds up delaying any real progress.
When they come back to the spending side in a month or two, it will be interesting to see who proposes what.
