Yes, but usually it is on a case by case basis and depends on whom you talk to at Apple Support.

Is it possible to be refunded for an Apple app?

It depends. If the app does not work at all, then yes. This happened to me once with an iPhone app and I received a refund although it came with a spiel about how refunds are not the norm and they're making an exception for me, blah, blah...
