You make very good points, but you might want to reread this snippet.

'Now that the plant is operating, our potential customers can visit the facility to determine the viability of the technology as it relates to their economic and operating needs, as well as the particular requirements of the countries in which they are based.''

I don't believe BC nor his engineers were entirely comfortable with the previous pumps they had due to safety considerations, and the new pumps were delivered in staggered dates compounding any difficulty in installation. They only needed one as the other is a redundancy, as are most crucial parts of the processors. Designed in redundant systems, pumps, and sensors add a greater measure of reliability and chance for continuous operation.

I have no particular knowledge of what the processors status has been since the past news release. But I think BC has made it pretty clear where they are now.
